What is ETR?
ETR Stands for Electronic Temporary Registration. Starting July 1, 2008 dealers doing business in Florida
must electronically report the issuance of temporary license plates to the Department of Motor Vehicles
through an approved software vendor.
Dealerships will issue temporary license plates to customers and electronically submit customer and vehicle
information to the Department in real time. Real time access to temporary license plate data will provide
law enforcement with critical information in protecting the citizens of Florida.
Why do Dealers have to report vehicles sales electronically?
Real time reporting of license plate data will provide law enforcement with critical information in protecting
the citizens of Florida. This information will be electronically reported to the Florida Real-time Vehicle
Information System (FRVIS). Law enforcement officers have on-line access to the FRVIS data to immediately
verify if a temp tag is registered to the right vehicle and who the owner of the vehicle is.
What are the benefits of ETR?
Besides the obvious benefit of updating the Florida vehicle database with registration information which
immediately allows law enforcement, toll authorities and parking authorities to verify the authenticity of
the temporary license plate, dealers will no longer be required to maintain a temporary license plate log.
Is participation mandatory?
Yes; effective July 1, 2008, ALL Florida dealers must issue electronic temporary registrations for vehicles
they sell from their licensed location. ETR is mandatory for all department-authorized issuers of temporary
license plates (i.e. dealers, tax collectors, etc.). It also requires that the temporary license plate be
issued using a print-on-demand process.
Does DeskManager provide an interface to order ETR?
Yes. DeskManager offers this service through an ETR button in the deal screen right next to Registration field
under the Deal tab. By clicking on this button the user gets many options including ordering the ETR to payment
processing and balance checking. AutoManager offers this service through a prepaid arrangement where the dealer
would have to prepay for let’s say $100 for the transactions to be done in the future. As the transactions take
place the account balance is deducted by the transaction amount. Users can easily add to their account balance
by providing credit card information, and running new charges to add to the balance.
What is the cost for using ETR service in DeskManager?
AutoManager is one of the lowest cost providers of ETR service. Based on our surveys our pricing is the lowest
in the market. Here is the breakdown of the costs:

How do I order license plate stock?
To order license plate stock, you must contact your account rep at AutoManager by calling (800) 300-2808.
If you don’t remember your account rep's name, the operator at AutoManager can look that up for you. AutoManager
sells license plate stocks in packages of 100 with control numbers preprinted on them.
Do any of the fees go to FLHSMV?
Yes. For every ETR transaction FLHSMV charges AutoManager $2.00 for issuing a temp tag. The $3.50 charged by
AutoManager includes the $2.00 fee that goes to FLHSMV.
Do I need a laser printer to print the tags?
Yes. You must user a laser printer. You will be feeding the temporary license plate that you buy from AutoManager
into the printer to print the necessary information on it.
Is the accounting for a second temporary plate done by deal, by VIN or other? Meaning
if the client returns the first car, on a Temp Tag, and then selects another car can the second vehicle then receive
two temporary tags if necessary?
FLHSMV will not allow the same customer to get more than 2 temporary plates for the same vehicle.
Will the dealer be completely restricted from registering temporary tags to a vehicle
for which they do not have the title?
As always, a dealer should not sell a vehicle without the title.
What restrictions, if any, are placed on the timing of issuance of a temporary tag and
a permanent plate for the same vehicle?
A temporary plate is issued for 30 days. A permanent plate may be issued at any time during the 30 days or even
after. However, once a metal plate is issued the temporary plate becomes invalid in our database.
If I find out there are errors in my ETR, can I void it?
Yes, you can void ETRs in the same day you issued one, and you will not be charged for that order. However, come
the next day and then you realize that you made a mistake, it would be too late to void that transaction. You would
have to issue another ETR without voiding the first one.
What happens if I try to update the record and the department's computer system is down?
An offline process is in place that will enable temporary license plates to be issued and electronic submission to
be reported within 1-business day excluding holidays and weekends.
